Education

 

I am a graduate of the FBI Command College, the FBI Academy, Montana State University (with a Bachelor of Science Degree). I received extensive law enforcement and related training from the Montana Law Enforcement Academy, the Drug Enforcement Administration, U.S. Customs Service, the Institute of Police Technology and Management, the Federal Bureau of Investigation and numerous other local, state and federal and Canadian Agencies.

 

Throughout my law enforcement career, I provided in-service training courses and presented other law enforcement related courses in Junior Colleges in Montana and numerous regional training seminars under the auspices of the Montana Law Enforcement Academy. I provided seminars at many Montana locations, as well as in the states of Wyoming, Idaho, and North Dakota. Topics of instruction included, but were not limited to: interviewing, interrogation, report writing, crime scene investigation, crime scene searches and processing, evidence management, tactics, clandestine laboratories, search warrant preparation and execution, marijuana cultivation, ethics, surveillance techniques, testifying in court, firearms/use of force instruction.

 

Prior Law Enforcement And Industry Experience

In my capacity with Buzzell & Associates, I perform many functions including: criminal, administrative, narcotics, death and insurance investigations. I provide expert witness services, conduct interviews, surveillance and related tasks. This includes generating reports, developing training programs, policies and procedures as well as various other functions.

I worked closely with other Correctional and Law Enforcement agencies, wrote reports, enforced rules, regulations and laws, provided testimony during hearings and trials, worked closely with Defense, Prosecutorial, Judicial personnel, Judges, and Department of Corrections Legal Counsel. My primary duties included the supervision and management of over 60 full time employees, including (the supervision of patrol investigations, deputy coroners, detectives, disaster and emergency services, 911-dispatch and support staff) as well as coordinating the work efforts of numerous volunteer personnel.

I coordinated with and supervised volunteer affiliates such as Search and Rescue, Disaster and Emergency Services (volunteers) and the Reserve Deputy Association. I conducted interviews and investigations, wrote reports and correspondence, developed press releases (newspaper, radio, and television), investigated criminal activity and professional standards complaints (administrative investigations). I was actively engaged in public speaking, providing group presentations, conducting group tours and coordinating with citizens groups. I worked closely with elected officials, department heads and officials at all levels of government. I developed policy and procedures, assisted with budget formations and management, and worked closely with our agency legal counsel on numerous personnel and civil issues.

During my tenure at the Roosevelt County Sheriffs Office, I held the ranks of Deputy, Sergeant, and Lieutenant. I served as the Sheriffs representative on federally funded Drug Task Forces.

 

My areas of expertise included training, interviewing, narcotics and criminal investigations (covert undercover operations), administrative investigations (professional standards investigations and other workplace issues), fraud investigation, surveillance, death investigation, public speaking, police tactics and others.

 

In my various functions with the Roosevelt County Sheriffs Office and the Roosevelt County Coroners Office, I became experienced in working with multiple jurisdictions, promoting a spirit of cooperation and effort toward common objectives. I established and maintained excellent working relationships with courts, social services and law enforcement at the local, state, tribal, tribal and federal levels.
